There is a difference between looks and actually being a bomb.
Even if it does look like a bomb at first glance, the police inspected it and said it wasn't a bomb. Then tried to charge him with a "hoax bomb".

yeah if i saw it sitting somewhere unattended looking suspicious.
But this is a kid in a nasa shirt that brought this to school to show his teachers.
there are plenty of tech and robotics programs going on in schools across the country and this is what it looks like when kids work on electronics.
They don't think like some engineer who has been trained on color coded cable management and form factor to make clean and smooth ihpone looking devices.

Maybe just ask him what is was instead of arresting. Seeing a bunch of wires crammed into a weird briefcase with a clock is suspicious even if there is no ill intent.
