I said absolutely provocative to him. He rammed my bike, got out of his car screaming "you ******* ******, ..."
Note that my bike was in the bycicle parking stand at the vending machine and he parked illegally infront of an appartment right next to it.
As I pick up my bike he continues to insult me so I respond "yeah yeah ok whatever" while I was looking down to pick up my bike and that's when he sucker punched me and ran off.
That's the only thing I said in that entire situation. I guess the guy had some serious anger management issues or was on some cocaine or something. He went inside the crappy apartment next to me and went back into his car barely a minute later. He definitely had a bit of a drugdealer vibe. Early 20s, BMW M3, suit, gold watch, very erratic behavior, ...
I wouldn't have gone to file charges if I felt I had any blame in this situation.
I don't run my mouth, ever. I'm a very calm and calculated person.

The answer to the OP's question is pretty straight forward. In communities of color, the police are a malignant force. People of color in the US live entirely under the control of the law and they enjoy none of its protections. That is why most people of color, be they in gangs or not, do not cooperate with the police. The police come to black and brown community with intent of taking. Lives, liberty and property, the mission of the criminal justice system is to steal lives, to steal bodies and to steal the fruits of one's labor. The sole reason for law enforcement being in marginalized communities is to extract plunder and everyone from the gang banger on the block to the little old ladies in the church do not want to assist the police in their efforts to further conquer and subjugate the 'hood under the color of law.
