WASHINGTON (WUSA9) -- A couple dozen protesters shut down a stretch of Pennsylvania Avenue SE in response to a video showing a D.C. police officer forcing a young African-American man on the ground that's gone viral.

In the video, an MPD officer can be seen putting handcuffs on Jason Goolsby and twisting his arm while he screams in pain. His friend, Michael Brown, filmed the encounter. The video picks up after Goolsby was already on the ground.

Video of D.C. Police putting handcuffs on a young African American man while he screams in pain is viewed and retweeted thousands of times and it's sparked protests on Capitol Hill.

Police say they responded to a call for three suspicious people by an ATM near 6th Street SE and Pennsylvania Avenue SE when they saw Goolsby and Brown.

According to police, Goolsby ran from police, was chased and then brought down. He resisted and was handcuffed while resisting, police said.

Police also say Brown was interfering with police and was detained at the scene.

Neither Brown nor Goolsby was arrested, police said.

Tuesday's protests started outside the Richard Wright School, where Goolsby and Brown attended classes, at the intersection of 8th Street SE and M Street SE. The protesters then marched up 8th to the Citibank on Pensylvania Avenue near where the encounter took place.

Neither Goolsby nor Brown responded to messages from WUSA9, but on Monday,Brown tweeted, "We where [sic] approached because a white couple felt uncomfortable around me and my friend in the bank, this is how the police responded."

On Tuesday, Brown tweeted  "I don't want fame or to be glorified for what happened to my big bro and I ... I simply want justice ..." He has also changed his name on Twitter to #justiceforjason.

Some protesters suggested that Goolsby's detention had something to do with a D.C. police lookout on C Street SE for five people for what police called "robbery fear." That incident had nothing to do with the teens and was a real robbery that happened hours later.

You all know in the police and civilian's eyes you only run if you're guilty or have done something wrong. So don't think you'll get that benefit of the doubt.

If I was him and I did nothing wrong and I see a cop running at me at full speed (especially if I can tell he looks angry) I'm ghost.

The way his arm is in that pic getting cuffed is messed up. Cops never give no damns when they try to put your arms behind your back :smh:

Any evidence to the cop being aggressive before the kid b9oked it? Or are yall just making assumptions? From what it sounds like the cops showed up because of a call of a robery and as soon as the kid saw the cops he booked it, which black, white, red, or brown will get you chased and cuffed.

That's what happens in this country so the fear of police is justified. People don't think clearly when they're scared. Instincts take over and the only objective is survival.

But common sense as a black man from seeing what has been going on the past 20 months should tell you not to run, escalates the situation for no reason and usually just makes these lazy pigs mad and usually guarantees that they are going to deliver some type of extra aggression (if not an entire bullet) upon you once they catch you.

They're gonna get paid leave and the PD will issue a written apology.

All homie can really do is be thankful he's alive.

Police need to be trained on how to deal with teenagers. Unfortunately, black teenagers are treated as if they're older than what they are.
 
LOL @ justice for Jason. We have to learn how to put our weight behind actually injustices and real causes. We can't be wasting our time and energy around worthless situation.

The TRUE story is Jason was not arrested but detained....stop and frisked to be exact. He was let go in a matter of minutes. Bottom line is if a cop asked or tells you to stop.....RUNNING is never going to work out in your favor be it by the boys in blue or rationale public perception as Jason found out the hard way which caused him to be face down on the ground. You dudes let me know of a jurisdiction that doesn't have cops in America that way folks can RUN freely and not worry about the long arm of the law......exactly.

Jason might have been just going to the bank and maybe the complainant that called the police on him might have just been wary or fearful of a black male or several black males just chilling in front of the bank. Either way Jason and his boys made matters worse on themselves when they were asked to stop by the police and took flight. The reality of the matter is he wouldn't have been handcuffed if he stopped and let the police investigate the reason behind the 911 call by the complainant. Instead all Jason got out of this situation is a few moments of internet "glory"...which means nothing. I won't even get into his book bag and what have you. I'll save that possibly for later.
