Why are contract signings always AFTER matches are announced? Shouldn't all matches be announced AFTER the contract is signed?

And, are contracts only signed before PPV matches?

I have heard of matches being announced before the contract is sign and a fighter backs out before signing the contract. I think the contract just makes it official.
