Finland is planning to pay all of its citizens, regardless of income levels, 800 euros ($1,187) per month as part of its plan for a national basic income.

According to the Finnish Social Insurance Institution (Kela) the payment would replace all other benefit packages.

It is hoped the plan will decrease unemployment rates, which were at high levels of 8.7 per cent in October.

In Finland, taking on low-paid temporary work can leave people worse off due to a decrease in welfare payments, as well as slow reinstatement of benefits once the job is over.

The proposal is being prepared by Kela to be presented in November 2016, and it is still unclear how the government — one of the European Union's shakier economies — will afford the costs.

If the population of 5.4 million Finns was given 800 euros each every month, it would cost the government 52.2 billion euros a year. The government has projected a 2016 revenue of 49.1 billion euros.

A pilot phase based on Kela's proposal would be trialled before the basic income is fully implemented, with Kela research department manager Olli Kangas saying about 550 euros per month would be paid out to Finns during this phase.

While other countries are also looking at implementing a national basic income, Finland has the highest rate of public approval for the plan.

About 69 per cent of the Finnish population are in favour of the idea, according to Kela research.

Finnish prime minister Juha Sipila has spoken in support of the proposal before, saying: "For me, a basic income means simplifying the social security system."

The Dutch city of Utrecht is also planning to trial basic income next year, though the payments would only be for welfare recipients.

The parliament in Switzerland voted strongly against a motion for a basic income in September, but a referendum on the issue is planned for next year.

On top of what you earn from working.

Interesting. Some economist believe this stuff will work. Ben Bernanke used to say the way to stimulate the economy during the recession is dump money on them. The theory is that free money (so to speak) will be complete discretionary spending for people. The majority will spend more if they have more not save it all and not spend it.

But the question is, how will the caveat "replace all other benefit packages" be handled. Will companies still pay for employees health insurance? Or will they allow this government subsidy to be their scapegoat to get out of paying for it?

I kind of like the idea in theory assuming that it is being put in place to stimulate the economy. But i am not quite clear on how this will help unemployment. Guess i will have to read the full article

Because they are comparing economic policies not social policies.

Once you can guarantee equal participation, it reaally doesn't matter.

This is why conservatives hate Noridc economics. Because a lot of their policies aee about reducing inequality. If that were tried in America, the one group that would benefit the most is the work poor. And guess which racial group is disportionately represented there

-And before anyone screams government handout from liberals.

Since it is on everyone, it is actually serving as a negative tax. So it is actually a policy from the right.

The economic issues of America go hand in hand with many social issues of the nation, tiny nordic nations that arent even as diverse or populated as the LA metro area can not be compared to anything going on in America.

What do you think will happen in Finland if this goes through? Why do you not think it would work in the US?
I love economic theories like this and would love to see it play out in real life. The micro-est example of this was that CEO that decided to instill a 70k a year minimum wage and that has had mixed reviews from outsiders and insiders.

My thing is the US is the only nation with a make up like it has and the type of economy. The US doesnt need cut and paste solutions. The reason for an overwhelmingly amount of blacks living in poverty in the US is no way similar to the reasons someone in finland may be living in poverty.
 
I remember hearing about this a while back on NT.

Sounded like a good idea back then, at least for them.

Lets see what the deal is 10 years from when it starts.
