I couldn't give a damn. I give crackheads free water all the time from the food truck.

That is NOT stealing. The water is free anyway.
It doesnt matter what he could've done instead, that is not the question.
Maybe that person prefers to drink their water from a bottle instead of a cup.
It wouldn't be any different than getting a water cup from the restaurant and using that cup to pour the water into the water bottle.
Which would actually be better because the restaurant didnt have to give you a free cup.
I dont think the line is crossed until you try and take advantage by either;
A: Bringing in a 96 Oz Super Fat Gulp cup trying to fill it up or
B: Try to fill your container up with soda.
