Funniest- no.. But it could def be top 10. Everyone BUT Harold and Kumar are funny in the movie.

napoleon dynamite was good, but i feel like after you see it once, its not as funny.

Half Baked came out in 97.. Chapelle didn't blow up til like 2003 with the Chapelle Show

1998 but yeah I guess Tucker and Lawrence, even the Wayans may have had a bigger crowd/influence at that time.
