The difference in all in compensation between an investment banker in new York and Houston is nowhere near the difference in cost of living between new York and Houston.

Well yeah the difference in cost of living in New York is not to scale but take Minneapolis and compare it to there and you're talking. That house would be 700k in the burbs here but we also make a lot more.

...and if the cop is so familiar with everyone in the neighborhood that he can spot someone that he "didn't recognize", that would have been the perfect time for him to introduce himself and build a relationship after that young man proved he owned the property...
