FOX 32 NEWS - On Wednesday night, Evanston Police released dashcam video from 2015 that shows the arrest of an African American man who was suspected of stealing a car that turned out to be his own.

On October 10, 2015, Lawrence Crosby was working on his car around 7:00 PM when a woman passing by saw what she thought was an African American man breaking into a vehicle and stealing it. She called 9-1-1 and then followed the vehicle, relaying information to the dispatcher about the location.

“Hi somebody's trying to break into, somebody's trying to break into a car,” the woman told the dispatcher. ”I Think the person just got into the car."

Crosby, an engineering doctoral candidate at Northwestern University, was driving from his apartment to campus when he was stopped. He had his own dashcam video recording in his car, and before the stop, he can be heard talking to someone saying he thought he was being followed. He was reportedly headed to the police station because of those suspicions, when police pulled him over in a church parking lot.

The dashcam video shows him get out with his hands up with a cellphone in his hand and he then gets taken down by officers who thought they were dealing with someone who stole a car.

“On the ground... on the ground... down on the ground... down on the ground...turn around,” the officers can be heard yelling as they knee Crosby to bring him to the ground and then punch him.

“I'm cooperating...sir, you're on video... that's an FYI,” Crosby can be heard telling the officers. He had moved to the front of his car to put himself within view of his own camera.

Evanston Alderman Brian Miller, who is running for Mayor, said he was infuriated at what the video showed, particularly in light of the fact that there have been five incidents in the last two years where he says police have not de-escalated minor incidents.

He pushed for the release of the video and says this case needs to be a wakeup call for the Evanston Police Department.

“I understand being a police officer is a tough job, but we need them to exercise judgment in their day to day operations. And in this situation, within ten seconds of Mr. Crosby getting out of his car with his hands in the air, he was tackled, he was kneed while he was standing up, then he was punched repeatedly by multiple officers, for allegedly stealing his own car. Our police officers need to be better than that,” Alderman Miller said.

Crosby was charged with resisting arrest and disobeying officer, but a judge threw out those charges. Crosby filed a civil rights lawsuit against Evanston Police in 2016 and that case is now pending.

Evanston Police found the use of force justified, but in light of this incident, they said the department has changed it’s policy so that subjects do not need to be taken down by officers during an arrest.

Evanston Police issued a video statement on their YouTube channel, along with the dash cam video and 9-1-1 call.

Man HHEEEEELLLLLLLLLLLL naw, they acted as if dude just robbed a bank, evaded the cop car for 30 minutes and had a hooker and a .380 in the passenger seat :smh: like, son pulled over immediately and was in a submissive position. I was surprised that he got out of the car on the first place. I was in shock when I saw how many cops attacked him :smh: so unnecessary and uncalled for.

Legitimately can't believe they didn't edit out the callers name or number. Shorty was low key doing too much by getting her George Zimmerman on :smh:

Damn. Son probably gonna get paid. It doesn't make up for it but at least that's some consolation.

Man of course the cops are wrong and he'll get his, but son is bold for getting out of the car like that while black. People get shot for less

You know what angers me the most about a lot of these situations? These scary *** random citizens who call the cops on black dudes just living life. It really speaks to the perception a lot of white people have of black folks. Like dude HAD to be breaking into a car if he was standing outside of it in a black hoodie. :smh: :smh:

And yeah, I wouldn't advise hopping out the ride like that. And he had a phone in his hand? That's a great way to get lit up.

Hope buddy comes up big with his civil suit.
 
I hope he sues for every penny he can. I've had the cops called on me twice in my life, both times by white people not minding their own business.

Seems like that's one of the only ways the Police Department gets inspected closer by the higher ups. Got to hit them in their pockets.

This happened to me once although the cop didn't overreact, came about a few words away from that. We were pushing my cousin's busted car from one side of the street to the other (street cleaning) and this cop drives by and starts talking **** like "hey, you got registration for that pos?". Anyway we tell him we're just pushing it and not illegally working on it. Anyway, we ask him "what crooks have you seen steal a car by pushing it away?" ....dude replied something like "Because criminals are stupid" and then he burns rubber away from us. Well, he heard us say F. U. he stopped hard and hit reverse, gave us a look and was about to get out all mad a.f. but his partner told him to chill. It was definitely going to be a bad situation.

This is the best response I ever saw a person said/ acted while getting pulled over and he still got a beating.. :smh:
 
Man. Y'all don't know. Evanston cops are horrible with this stuff. They're so thirsty to look for anything to do/someone to harass.

This is what pisses me off too. I swear they need to start getting sued or fined. "Oh, I made an inconvenience on your life by racially profiling you? Oh" *skips off as if they did something noble*

I've been lucky with avoiding police in that area, more then a few times ive :smokin outside before hitting Buff Joe's to eat.
 
Yea Etown is hsit! I've always avoided going up there, and for this reason alone. I'm not black. Mexican myself have always heard of cops profiling and being extra thirsty for easy targets on minority's. I just keep my *** on the city where it's safe. This video just proves it more in public. Shame this happened to dude. Good he got it all on tape and gets what's coming from this to make it right.

Yeah I don't know if this was his first traffic stop or anything but idk why he got out of the car. They didn't even ask him to. He popped out with white person confidencs

Very true. However, a big money lawsuit still hurts the higher ups in terms of public image. That costs them votes and perhaps their job, so they'll come down on the next man (say the chief of police?) and make sure they straight up their patrol officers. I think it's worth it because this is getting ridiculous, good honest citizens are getting harassed and beat simply because of skin color.
