Yes, they are. Hence that both a Fire and an Ice icon are used in the illustration. Both come in at least a US7-13 size range. Dates are not clear yet.

They appeared on 43einhalb's website as 'coming soon' without mentioning a specific date though. What's interesting is that on this website (in German) they refer to them as "Fire & Ice". Since these are clearly the Fire part, will we see another Ice version of 180s this year...

Official naming on the box is WHITE/CLEAR TURQ-MED BLUE. I'd prefer to call them Aqua's. Only released as an OG CW in '91 (WMNS).
