PR wise I think the best thing for the NCAA to do would be to make him sit out a year and prove he can keep up with a treatment plan to be reinstated next season.

if dual sport athlete plays football their scholarship counts against the football numbers. They got rid of that loophole when Miami was hiding guys like Santana Moss on a track scholarship and not having count against the limit. A guy like Taylor Tatum is viewed as a walk on to the baseball...
The baseball/football guys should have to access to this workaround too right?
