i dont own the other pair in your comparison, but photo appears to show a suede-like material. thats even further away than the nubuck from what it should be.

tongue is virtually identical to the 99s. the difference is the padding is nonexistent in the new version.

the entire retro line is played out. that said, the 2012 black/cement retro is vastly inferior to the 1999, and no rationalization can be made otherwise.
