Addiction can be controlled/managed if you admit that you have a problem and want to get help. Either way all of this can be avoided if you never indulge in these substances to begin with.

It’s not all about deterring crime necessarily. It’s about making sure the individuals that commit the crimes receive the proper punishment for the act/acts that they committed. Going forward a lot of juveniles SHOULD be charged as adults. Thats what it is about.
