I think they'd be pretty close until higher speeds where the Atom either cannot keep up due to aerodynamics and/or top speed. Either way, if the Atom managed to get to Bugatti speeds, the Bugatti would be faster because the Atom would be flying off the road. It's too light, it needs weight to keep it on the ground at that speed.

At top speed the Atom would take flight, aerodynamics don't favor it.
