No one "on the rise" is really like that (other than Joey Bad*****).. that's isn't the popular sound nowadays. That's the 90s sound, so you should check out 90s artists.

Basically look for anything from the 90s produced by Q-Tip, Pete Rock, DJ Premier, Large Professor, Lord Finesse, etc

If you're into Jazz influenced hip hop, listen to The Roots. I'm listening to the Do You Want More Album as I write this ironically. Black Though is one of the most underrated MC's IMO.
