Are Factory store sales predictable?

Hey everyone. New to the forum so I hope this is posted in the right place.

I've noticed my local factory store (outlet) has 20% and 30% off sales occasionally on the back wall/clearance stuff. Are these sales cyclical or on a regular schedule? Also, are they always on the weekends only?
