but basically...make another layer on top of whatever you're working on...select all...right click...stroke. make sure to have "inside" selected.

as for making them flash...just check and uncheck certain frames

Yeah I was thinking you could just check and uncheck them or just make some black and some whatever color you need

Damn, I think I need to update that thread. I don't know what I'll update, but whatever it is, it needs to be updated.
