• Clipse ( Road to Til The Casket Drops )
• Joe Budden ( Halfway House, Padded Room )
• Black Thought ( Rising Down )
• Royce da 5'9" ( Bar Exam 2 )
• Nas ( Untitled )
• Scarface ( Emeritus )

Honorable Mention:

• Blu ( HerFavoriteColo(u)r )
• Wale ( The Mixtape About Nothing ) yes, i said wale.

that's coming from as unbiased as i can be. and i'm only counting those i've listened to.

tape that got the most burn for me for '09 is So Far Gone but i know it can't go against any of thosementioned.

there is no clear cut 'best' though.

This right here is actually a respectable list. I'd add Phonte of Little Brother, Killer Mike, Hell Razah, Ghost, Buckshot, Masta Ace, and maybe JayElectronica.
