I never heard of Black/Cement 3's being in GTA IV. I have the game have beat it many times. I was playing it less than a week ago, never seen any. Onlinethough there is a pair of shoes that I always thought they resembled the "Eminem" 4's. I will try to find a pic.
 
Yes. Ryder wears Black Vs in every scene he's in. If you zoom in with the camera it's plain as day that Vs are what they were going for. CJ can'tget them though. Just the VI mod is available for him. I've never seen the IIIs in GTAIV. I need pics of that.
