You shouldn't rat him out, but talk to him personally and tell him he's being a $##+!%! +%%#+$@.
Like I'm loyal to my friends, but if they do something wrong I $##+!%! tell them.
Honestly what your friend is doing is not right
and him thinking that he could do something like this, and having no problem with it, shows what kind of person he is.
