Does EBAY charge extra when you buy from the UK?

I recently bought a pair of shoes on ebay where the seller lived in the UK.  After everything the it ended up being about $92 so when I went to checkout I somehow got charged an extra $10, so do they charge extra money for money conversion?

maybe the seller charged you more for being outside the UK?
