That’s almost certainly a general instruction of Nike sneaker written in Chinese..., probably, attached to all the Nike pairs sold in China or Taiwan at some point or something like that. Nothing special.
BTW, I don’t speak Chinese, so don’t really understand what is actually written tho. But still can figure out the terms such as “Before Using”, “When in Use” or “After Using” from the Kanji letters and also can say this way of using Kanji is for strict Chinese Speaking people, not the way we do in Japan.
If you seriously would like to find out what are written there, just hand it to someone that speaks both Chinese/English and ask him/her to translate...
