how to remove stain on jordan xi concord icy sole

Hi Guys

Do any of you know how to remove a stain like this on the icy sole of the Jordan XI concord? I have tried scrubbing it out with acetone, nail polish remover and rubbing alcohol. What happens is that the stain appears to go away from the icy sole and then it shows back up within 30 seconds. I thought it might be permanent marker but I am unsure what it is.
