Are the only ELITE WR in the NFL. Meaning they are at the very top of the list. Marshall is not in those 3's league by any stretch. He would fall in the next tier of WR's.

So I would say NO.

My definition of Elite is more strict than most. My definition of Elite would be the following: "If I say that person is the BEST at his position, could I make a sound argument for it."

So in this case, NO.

"Elite Potential " is mess? Elite potential = The potential to become a consistently dominate WR in the NFL who is near the top of his class or considered the best during that time.

 He hasn't shown glimpses of dominating when he is on his game and has a better QB? Or was it the words that were used?
