Along with Death Note, it's one of the best anime series I've seen. Both have great character development.

I don't think I could consider any series longer than 26 episodes to be short so Naruto and Bleach don't qualify by the OP's criteria sincethey're in triple digits and have loads of awful filler.

Beck (rock music series)
Azumanga Daioh (slice of life silly girls, maybe similar to Lucky Star w/ less otaku stuff)
