Need some help, anyone know what these are?

So I got home from work today and my bushes are completely dead and on the side of the house there are thousands of these insects (eating all the bushes/plants as well). Never seen them before but they do have webs and they're hanging off of things as well. They look like some sort of caterpillar but have something around them, any suggestions on what to do?
