Here are some possible reasons for the lack of safeties:

1) 49ers changed their safety designations from a FS and SS to an interchangeable pair. They also plan to play more 2-high coverages. They want guys in similar mold(Moore, Reed, Ward). I think Tartt is the only one here that really deviates from the pack.

2) they could be planning to play more dime this year. Only need 1 safety on the field for that.
