Replacement Key For '98 Ford Expedition

My father's key broke for his '98 Ford Expedition XLT broke this weekend and the second key was lost a couple years ago. So we need to replace the key.Is there an alternative to towing the truck to the dealer and getting another key cut? or is that my only option?

Also, how much will this cost really?

cant you just take them the vin number?

Their website says I'd have to take the vehicle to the dealer since I don't have another coded key but I'm trying to avoid that.
