Not 100% positive, but I think I know this one.

Newtons First Law of motion.
objects at rest will stay at rest, and objects in motion stay in motion.
 
with that logic then while im driving and i tried to smack you my arm would be moving at 80 mph
 
1. The car and fly DO NOT have the same momentum. You're getting your concepts mixed up.

2. As others have pointed out, this is a relativity problem (relative motion). Your inertial frame of reference is to the ground outside, so when you say 80mph, it is with respect to the stationary ground outside. From your frame of reference, everything outside is moving at 80 mph. From the frame of reference of someone standing outside, you the one traveling 80mph (+ or - to denote direction).

If there's a fly moving about in your car as you travel 80mph, then the fly is traveling 80mph in addition to whatever its own inherent speed is.

If all the windows are open the fly will not survive flying.

If all the windows are closed then the fly can fly.
