are FedEx and USPS managed by the same postal service?
if so, would FedEx be the same as USPS in term duty charges?

I believe the consensus is clear.
Regardless of the courier service you use, if you don't want items taxed, mark them to be very low (20 or lower) and as a gift. After, pray they don't get checked by customs.
It's pretty much hit or miss, but USPS allows less scrutiny.
^^ Don't take my word for this but I believe USPS "can" deliver Fedex packages if they are overloaded or something, but under different management. More like a cross service agreement.
