Thats the slums after a tianguis (tianguis are like a once a week market on the streets)... also yesterday was Viernes Santo, festivities everywhere...
Some parts are like this but you're like pointing out the worse part of a city and making a statement... I can grab photos of Watts on LA or a bad street on NY and do the same thing...

thats not bad. at least they have sturdy homes. my parents know people that have whole communities made of cardboard boxes. most areas like that are a bit more rare to see now adays down there. well at least my town isn't that bad.
