They’re actually trying to legitimize bare knuckle boxing to a certain degree which is why you see a ring and a guy like Hendricks in there. As opposed to the **** happening in a garage.
Those guys are likely not ELITE boxers but some of them are very good and maybe lacked discipline etc.
Feel like Hendricks would have been better anywhere else that he could use his wrestling along with his standup. Even if it was at LHW or some ****.

After watching the replay I can understand the ref's decision. Dude's arm was limp... zero resistance. Even if he was fighting off the choke his arm should have had some kind of reaction imo.
