Tracking device on animal or i.d. chip???

My chick adopted a cat from Petsmart a few months ago and it had a chip inserted into it.the cast dissapeared yesterday and the chick is crying about it so myquestion is
is the chip that was put into him an i.d. or is it a tracking device????
