TV problem: White horizontal lines across the top of my screen distorting the picture?

Anyone else ever heard of this? I google'd and it said to mess with the wires, I did, no solution.

It distorts my entire screen, and about a good 2-3 inches of my screen is smushed down to the point where I can't see it.
