Vandal High Blue Chill AT4614 400 (Off-white ripoff? or sample) - help identifying

I never heard of these releasing and they look really unique -- was wondering if you guys know anything about these

They look sorta like the Off whites in design styling (but obviously not):

1) plastic see-thru ankle strap with CB-3J written
2) the size label is on the OUTSIDE of the tongue - but the numbers don't make it look like a sample (i.e no 999999999 UPC)
3) Heel has this vertical plastic strap with 6 color Dots

I googled the shoe number (AT4614 400) but nothing came up.

I just bought them off Nike+! Was wondering all the same things you are and I totally got them off pure impulse.. they’re different. Love the tag on the outside! I just don’t rock strapped shoes so that translucent strap would never get any shine.. great concept. All around dope silhouette
