Ping: How long it takes a message to get to the server and back.

Upload: Rate of upload (If you understand download, you should understand upload. Instead of downloading it, you'd be uploading it (for others to download.))

As far as your 15MB plan goes... it could be a lot of things. Most likely, though, its that your ISP is sharing your connection. To get a visual idea, imagine that you have a cup of water. The water is the bandwidth (15mb/s) that your ISP provides. 15mb/s is as fast as it can go.

Your access to the internet is through your straw. If you just have your straw in the cup, you have all of the water at your disposal. Now imagine that your ISP sticks another person's straw in the cup. Now you don't have access to ALL of the water (bandwidth.) You only have as much as the other straw will allow (within reason.) Now imagine every person on your block has a straw in the cup.

Having a 15mb/s plan doesn't necessarily mean you'll have 15mb/s all the time. It means you have enough bandwidth for 15mb/s, and it changes depending on how much bandwidth your neighbors are consuming, if your ISP is throttling speeds, etc.
