A good lwyer will only lower the punishment. He will still be guilty of all 4 counts. And he's underage drinker, it could get worse. A permit does nothing, a permit allows you to drive with a licensed driver.

My friend had a person similar to your friend total his parked car at 3am.

My friend didn't get nothing from the driver. DUI, hit and literally run, no insurance...SMH.
