Impeding traffic ticket, for going around a cop that had someone pulled over too fast....dude gets in his car and pulls me over, i pull into a mcdonalds parking lot, next thing you know 5 cops, are there, 2 undercover plain looking forwards taurus....all this for trying to speed past him to avoid the oncoming car.

Might be wrong, but I heard that when it's towards the end of the month cops have like a fine limit or something?
Let's say their limit is $1,000 worth of tickets/fines they need to have that much every month.

If they're short of that grand then towards the end of the month they go out and make sure they hit it. 

At least, that's what I heard
