Why do some websites require Invoice, specifically for Nike/Retros (even GR)

Can somebody please explain the reasoning behind requiring you to request an invoice or call to order on certain websites? It makes sense maybe for highly anticipated releases, or even a GR on the first weekend so they can keep meticulous track of their stock, but I keep running into places that have shoes sitting on their website for more than six months, it's on sale, and still requires you to request an invoice or call the store, while other items on their website (Adidas, etc) are like any other website and you can order straight-away online. Why?

I'm trying to deal with a store right now, where anything and everything from Nike requires an invoice even if it's on clearance and they're trying to sell their last few pairs. I want to order multiple styles and sizes so I can't fill out a separate invoice for each item. I'm going back and forth with e-mails and it's been four days and they still haven't sent me the invoice for what I want because of how slowly they respond to e-mails. I called and they can't take orders over the phone, but told me they'll pull the shoes off the shelf while I'm waiting. I'm really just trying to understand why they do this in the first place.

it's because nike doesn't allow them to sell their items online. this is their way of getting around that.
