Emperor Palpatine, while megalomanical af, above all desired powah. he therefore recognized that to maintain this powah, he must at least nominally ensure the well-being of the Empire citizenry overall, and likely provide token relief to the most affected worlds to bring the populace further into his clutches.

Jafar would be a decently suitable President of the United States during the COVID-19 crisis because he legitimately wants to be seen as intelligent. he would listen to the guidance of his hand-selected advisors and, by implementing their expertise to legitimize his rule by currying the favor of Agrabah´s citizens at a critical moment, truly show how snakelike he could be.

Buck Strickland would at least not be a net negative for the United States in responding to the COVID-19 crisis because he would just let his hyper-responsible and ultra-diligent Secretary of State Henry R. Hill handle the whole thing while he tiptoed off to find a bottle and a hooker to suck on.

Sensui knew how to exploit resources better anyone which is even more overwhelming than the brute strength he possessed. Yu Yu Hakusho is full of great characters to learn from.

the Joker would only make an equally capable President of the United States at this time because a pandemic is inherently chaotic and his (remarkably consistent) logic holds that chaos is fair...and so, I believe his handling of the crisis would be very similar to that of the incumbent, look at the madness that has already unfolded.

exactly. hypercompetent, manipulative villains generally understand that obtaining and maintaining the mandate of the people is key to achieving to their aim: building a sustainable platform of power. for example, the outbreak would have never gotten to the US under President Luthor, especially in an election year.
