Quick question for you guys. Why do some European leagues have 20 teams in the 1st division whereas others have just 18?

For example, some leagues that only have 18 clubs in the top flight:
Bundesliga-Germany
Primeira Liga-Portugal
Eredivisie-Netherlands

20 club leagues in the top flight:
Premier League-England
La Liga-Spain
Ligue 1-France

Not enough quality/money for 20 teams (I think Germany is the exception) Mexico used to have 20 teams too, they only have 18 now. I don't think France should have 20 either...
