Klopp can't go to Arsenal, Wenger will never leave

Plus Arsenal are currently on top of the consistent year long roller coaster ride they go thru every season so the fans are content, they're about to finish 2nd. Everyone's happy again.

Indeed Arsenal is technically primed for someone like Klopp to come in. However I'm also thinking that Klopp would also like to build his own team and bring in more players. Would Arsenals executives be comfortable with spending now? Or would they prefer another season or two of getting the financial muscle that desire?

Also, does Klopp come with his entire scouting network? I would assume he would know them personally and can keep the relationship going, but I do wonder if the scouting was down to Klopp or BVB.
