Only part if your post I don't agree with. Marking your face with tattoos, elaborate scarifications, or paint is a human thing, not exclusive to Europeans.

Her "India Arie" stance is much respected. With that being said, I just can't bring myself to become interested in anything she's done musically since her 2nd album, and anytime she tries to get deep during interviews, I zone out like it's Charlie Brown's teacher speaking. You're "real". I get it.

Their function is the same, which is to make someone more attractive. Attractiveness is a function of culture, in the sense that what is considered beautiful in one setting may not be in another one. That's why I put tattoos and scars there because they are used to symbolize beauty and status in some cultures.

In my country, women from the northern region often use henna to darken their lips and make temporary tattoos on their feet and hands. Nothing European about that.
