Anyone here get a ticket from Regional Parking?

A friend of mine got a ticket in Walnut Creek from Regional Parking recently and I told him not to pay it because it isn't a government agency (ie no DMV repercussions) . I did some research and I told him the worst that they can do is bring you to small claims court over a 25 dollar parking ticket. Was this the right advice? Any NTers get tickets from these scam artists?

I got one in SF before and on the ticket it explicitly says not to contact any govt. agencies since it wont be in their records.
