Not unless we assume the 60 year old person was already suffering from poor health.
Age, alone, doesn't affect your ability to parent. I think I understand your concern but it's based on a lot of assumptions.

you don't have kids in your 30's thinking you won't be around for your kids in their 20's
having a kid at 66 years old almost assures that won't happen and you certainly can't do a lot of things at that age anymore

I don't think it is cool to bring a child into this world knowing YOU won't be there for them much longer.
Yea the kid might end up fine, but I don't see the point of birthing a child on borrowed time.

Your first two points are indisputable, but I just think the level of parenting is WAY more important than the length. Maybe you value length more than I do, but I'd take an awesome parent for 20 over a deadbeat for 50.
