I'll get the GTA Online PS5 version off PS+ which is not free because people are paying for that subscription service.

If I download the new GTA Online for my series X, and migrate my character, will my Xbox One character basically be deleted? I can’t play with my friends on Xbox One anymore? How does that work?

Your Xbox one character will technically still be there (on the xb1), but the moment you transfer them to series X, the progress stops there for your xb1 character. The series x version will continue on from that moment with your new progress.
