Lack of education is definitely the "issue" in that article. I took film classes in college where we studied the techniques, form, and technical aspects of filmmaking... then more classes where we interpreted those things and saw how they influenced the themes, heightened the dramatic moments, and revealed more about the scene than you realized.
Had I not taken those classes, I might not have even been exposed to those things until much later.. if at all. Or I would have read something about it but possibly skipped over it. Obviously, you don't need to take college film classes to understand these things.. but the information is out there.
I tried searching through the thread but couldn't find it.. but at one point I posted a bunch of links trying to explain various techniques and elements like different shots, angles, etc. and what it all means. I did find something about lighting that's pretty interesting.
I think the technical aspects might seem boring to some, that's why people don't care. But it's interesting to notice and be aware because it can still influence how you view and interpret the movie... even if you don't realize it.
