I mean in the sense that its available to more than him.  Like when someone says CV for 140, thats a discount because item cost less than it is for every other person.  But a gift card in this instance is just crediting a normally priced item more like a rebate than a discount.  People try and brag like they got a steal with gift cards but in reality they had their 16th birthday party or used reward points.
