They need to do away with the IC title and replace it with a TV title..And have that title defended on RAM with a 10 minute time limit..

No TV title. However, a midcard title on NXT just to have more exposure and experience for wrestlers on the Network would be cool. Have it be the Network title or something.
Just build up the IC and US titles, which they are already doing with KO vs AJ and Miz probably winning it back from Dean
Bring Hideo to the division, have CW interact with the rest of the roster, ditch the purple ropes, and join the tag division. Also have 205 Live BEFORE Smackdown so people dont leave early.

All you suggesting do away with the IC or US titles, there has to be a middle title for when the main belt isn't being defended. Especially when a part timer holds that brands main belt and isn't even on tv for weeks at a time.
There is no reason each show can't support a main title, secondary title, tag titles, womens title, and in case of Raw the cruiserweight title. Raw has an extra hour so they can handle an extra title.
If you want a tv title so bad, it needs to be in NXT and be called the Network Championship. That can be their secondary title for singles.
