This guy wanted healthcare so he robbed a bank for $1 with no violence involved. And they're trying to call it larceny and trying not to give him a big sentence, even if he WANTS to go to jail.

That's a good way of viewing it. It really is hard to tell how much damage was done, but morally the homeless man case seems to be overly punished to me.
